fix: 전화주문 접수 관리 포장명세 표 스크롤 시 헤더 겹침 수정

thead에 직접 sticky를 걸면 스크롤 컨테이너 클리핑이 깨져 행이 헤더 위로 삐져나옴 →
각 th에 개별적으로 sticky top-0 적용하는 방식으로 변경
